一、外国专家

聘请外国专家来粤工作是广东省实施国际人才战略的重要方式。所谓“外国专家”,是指根据中国经济建设和社会发展的需要,应聘来华工作并担任一定管理、技术职务的外国专业人员的统称,他们经过有关部门认定,即可作为外国专家,受聘在中国境内工作。广东省各级政府和聘请单位对来粤工作的外国专家提供各种便利的工作和生活条件,对工作优秀的外国专家还给予各种荣誉和奖励。

应聘来粤从事专业技术、管理、教学科研等工作的外国专家,一般分为:

(一)经济技术类专家

在粤的外国经济、技术专家系指各级政府机关、各类企事业单位聘请来粤工作并符合下列条件的外籍专业人员:

1.  各级国家机关邀()请的高级顾问、执行中央或地方政府与外国政府、国际组织间签署的科技合作项目、重点工程协议、人才交流等项目的高层次科技、管理人员以及执行政府间无偿援助协议的人员。

2.  各类事业单位、内资企业(住宿和餐饮、娱乐行业除外)聘用的担任中层以上职务的管理人员和享受同等待遇的专业技术人员,并具有大学本科以上学历、5年以上相关工作经验,掌握所要承担工作范围内的知识和技能,能正确实施技术指导,胜任本职工作。

3.  农林牧渔业企事业单位聘请的符合上述条件人员和虽然没有大学本科以上学历,但具有在本行业工作10年以上、掌握广东省急需的特殊种、养殖技术的人员。

4.  外商投资及合资企业(住宿和餐饮、娱乐行业除外)中聘用的相关人员:

1)  注册资金在500万美元以上的企业聘用的担任部门经理以上职务或享受同等待遇的专业技术人员,并具有大学本科以上学历、5年以上相关工作经验。

2)  注册资金在100万美元以上的企业聘用的担任副总经理(副厂长)以上职务或享受同等待遇的专业技术人员,并具有大学本科以上学历、5年以上相关工作经验。

3)  经有关部门认定的各类高新技术企业聘用的学术、科研带头人、担任中层以上的管理人员或享受同等待遇的专业技术人员,并具有大学本科以上学历、5年以上相关工作经验。

4)  外商企业在广东设立的地区总部聘用的担任中层以上的管理人员或享受同等待遇的专业技术人员,并具有大学本科以上学历、5年以上相关工作经验。

(二)文教类专家

在粤的外国文教类专家系指应聘在广东省各类学校及其它教育机构、新闻出版、医药卫生、文化艺术、体育等部门工作的外籍专业人员。

二、外国专家在粤工作、居留应持证件

(一)外国专家入境前需要申办来华职业(Z)签证

1. 中华人民共和国的签证类别

中国签证是中国签证机关发给外国公民入、出或过境中国的许可证明,可分为外交签证、礼遇签证、公务签证或普通签证。一般外国人来中国采用普通签证,普通签证根据申请人来华的事由分为八个类别,用八个汉语拼音字母(DZXFLGCJ-1J-2)在签证上对应标明: 
  (1D字签证:发给来中国定居的人员。(2Z字签证:发给来中国任职或就业的人员及其随行家属。(3X字签证:发给来中国留学、进修、实习六个月以上的人员。(4F字签证:发给应邀来中国访问、考察、讲学、经商、进行科技文化交流及短期进修、实习等活动不超过六个月的人员。(5L字签证:发给来中国旅游、探亲或因其他私人事务入境的人员。(6G字签证:发给经中国过境的人员。(7C字签证:发给执行乘务、航空、航运任务的国际列车乘务员,国际航空器机组人员及国际航行船舶的海员及其随行家属。(8J-1字签证:发给来中国常驻的外国记者;J-2字签证:发给临时来中国采访的外国记者。

来粤工作的外国专家在进入中国境内需要持有职业(Z)签证,那么该如何申办呢?

2.申办所需的材料

根据规定,拟来华工作6个月以上的外国专家应凭邀请函电及有效护照、证件和《聘请外国专家确认件》(原件,此件由广东省内聘请单位到各级外国专家管理部门办理)到中国签证机关申请办理职业(Z)签证。

申请者除提供上述有关申请文件外,还须回答被询问的有关情况并履行下列手续(协议另有规定者除外):填写签证申请表一份,交本人近期二寸正面免冠半身照片一张;交纳签证费。 
  3.签发机关

中国的签证机关,在境外是中国驻外国大使馆、总领事馆、签证办事处、驻香港特派员公署领事部或外交部授权的其他驻外机构。

因一些特殊事由来粤而又来不及在中国驻外机关申办签证的,可以向公安部授权的口岸签证机关申请办理签证,广东省有广州(白云机场)、深圳(罗湖、皇岗、蛇口)、珠海(拱北)等公安部授权的口岸签证机关。

另有紧急情况,凭旅游等其它类签证来粤的外国专家,可在入境后先办理《外国专家证》及《广东省居住证》,然后到当地公安部门申请改换签证种类。

(二)外国专家来粤后应申领《外国专家证》和《广东省居住证》

1《外国专家证》

《外国专家证》是外国专家在广东省合法工作的身份证明,一次签发有效期最长5年。外国专家可凭《外国专家证》办理在粤居留必需的手续。

1.1申领所需材料

外国专家需在入境后30天内申领《外国专家证》,由其聘用单位向外国专家管理部门提供以下材料:

1、聘用单位出具的公函;

2、加盖聘用单位公章的《外国专家证》申领表,如申请人同时申领《广东省居住证》的,可以不填写此申领表,只填写《广东省居住证》申请表(两表都可从http://guangdong.caiep.org下载);

3、外商投资企业需提供营业执照复印件一份;

4、聘用协议、合同或其他具有法律效力的派遣文书复印件;

5、本人有效的身份证件及复印件;

6、本人的学历证书及相关从业资历证明文件;

7、近期大一寸免冠彩色照片2张;

8、有配偶及18岁以下子女随行的,提供其姓名、性别、出生年月、国籍、护照号码。

1.2签发机关

广东省外国专家局负责广东省境内《外国专家证》(经济技术类专家及非教育系统的文教类专家)的签发工作,并授权各市外国专家管理部门负责本地区的具体发证工作。

2.《广东省居住证》

《广东省居住证》是广东省引进的国内外人才在广东省居住、工作、创业的证明。外国专家可凭《广东省居住证》办理在粤生活的多项个人相关事务,可以按照规定申请办理与居住期限相同的多次出入境签证手续。

2.1申领所需材料

在粤外国专家可以凭《外国专家证》、《广东省居住证申请表》(一式3份,可从www.gdrc.com/newposition/zzh.htm下载)和广东省二级以上医院出具的健康状况证明申领《广东省居住证》。

2.3签发机关

广东省地级以上市人事部门负责审核外国专家的申请材料,并在《广东省居住证申请表》里签注意见。外国专家凭签注的《广东省居住证申请表》,再到地级以上市公安部门申领《广东省居住证》。  

三、外国专家在粤生活常识

()广东概况

1.历史发展

广东历史渊源久远,距今13万年前就有“曲江马坝人”在此繁衍生息。相传古为百越(粤)之地,古简称粤。广东在历史上虽然开发较晚,但到了明代,其生产力水平已跨进了全国经济先进地区的行列。近代商品性生产和对外贸易比较发达,是中国现代工业和民族工业的发源地之一。

广东在中国近、现代史曾经风云际会,英雄辈出。鸦片战争、太平天国运动、戊戌维新、辛亥革命、北伐战争、省港大罢工、广州起义等许多重大历史事件都在这里发生,涌现出洪秀全、康有为、梁启超、孙中山、叶剑英等一批杰出的历史人物。

改革开放(1979年)以来,广东的面貌发生了举世瞩目的变化。全省国内生产总值、利用外资、出口总值、地方税收等经济指标,持续多年居全国各省市区首位,精神文明和社会各项事业取得显著成绩。

2.地理气候

广东省位于中国大陆最南部,全境位于北纬20°13-25°31和东经109°39-117°19之间,陆地面积为18万平方公里。海岸线总长3368千米,岛屿众多。地势北高南低,境内山地、平原、丘陵交错。河流大多自北南流,主要有珠江、韩江、鉴江等。南海沿岸的珠江三角洲、韩江三角洲土地肥沃,是著名的鱼米之乡。

全省地处亚热带,大部分地区属亚热带季风气候,夏长冬暖,雨量充沛年平均气温22℃,年平均降雨量为1366毫米,年平均蒸发量1100毫米,年日照时数1828小时。全年草木葱茏,生机盎然。

3.人口

广东省是我国人口较多且较稠密的省份之一。据近年人口变动抽样调查结果评估,广东省常住人口近8000万人,占全国的6.12%,居全国第三位。全省人口密度为每平方公里442人。作为一个多民族的省份,全国56个民族中广东就有53个,少数民族人口约占全省总人口的1.4%,以壮、瑶、畲、回、满等为主。广东还是著名的侨乡。祖籍广东的华侨、华人约为2200万人,遍布世界各地。全省有归侨、侨眷2000万人左右

广东省共设有21个地级以上市,分别是广州、深圳、珠海、汕头、韶关、河源、梅州、惠州、汕尾、东莞、中山、江门、佛山、阳江、湛江、茂名、肇庆、清远、潮州、揭阳、云浮。

(二)   社会资讯

1.教育政策

目前广东省已为来粤外国专家子女在入学问题上提供了很大的自由选择空间,他们可以自主入读我省的一些国际学校以及各级各类具备接受外国学生资格的学校。(了解详细入学政策可具体与入读学校联系)

2.社会保险 

持有《广东省居住证》的外国专家可以由所在单位凭《广东省居住证》号码到广东省各级社会保险经办机构办理社会保险,其《广东省居住证》号码即为社会保障号。(查询相关信息可打咨询电话02038818855

3.银行服务

持有《广东省居住证》的外国专家可以凭《广东省居住证》号码在广东省内的任一银行开设账户,办理存取款业务;可以持税务凭证及相关证明材料,到受理外汇业务的银行将其在广东省工作期间合法取得的人民币收入兑换成外汇,汇出境外。(了解相关信息可到居处附近的银行咨询) 
    
4.交通出行

外国专家可以凭《广东省居住证》在广东省内申请机动车驾驶证和行驶证,购置小型机动车入户,乘坐各种民用交通工具,住宿登记,并享受本省居民同等待遇。(查询相关信息可打咨询电话02083111554

5.医疗保健

广东省有比较完备的城乡医疗保健网。一般的地级市都有一些医疗设备先进、名医云集的大医院,其中中国的传统医学(简称中医),疗效独特。外国专家在中国的医疗费用由专家和聘用单位在签署合同时商定或者由专家本人在相关境内外医疗保险机构购买。(查询广东省各大医院就医信息可登陆http:// www.gdwst.gov.cn
  (三)中国的法定假日及传统节日

1.中国的法定假日

  新年元旦:放假1天;

  春节(中国农历新年):放假3天;

  ·国际劳动节:放假3天;

  ·国庆节:放假3天。

 

2.中国的传统节日

春节

春节,是农历正月初一,俗称过年。这是中国民间最隆重、最热闹的一个传统节日。按照我国农历,正月初一古称元日、元辰、元正、元朔、元旦等,俗称年初一,到了民国时期,改用公历,公历的一月一日称为元旦,把农历的一月一日叫春节。春节是个欢乐祥和的节日,也是亲人团聚的日子,离家在外的孩子在过春节时都要回家欢聚。过年的前一夜,就是旧年的腊月三十夜,也叫除夕,又叫团圆夜,全家老小都一起熬年守岁,欢聚酣饮,共享天伦之乐。

元宵节

每年农历的正月十五日。正月是农历的元月,古人称夜为,所以称正月十五为元宵节。正月十五日是一年中第一个月圆之夜,人们对此加以庆祝,也是庆贺新春的延续。按中国民间的传统,在这天上皓月高悬的夜晚,人们要点起彩灯万盏,以示庆贺。出门赏月、燃灯放焰、喜猜灯谜、共吃元宵,合家团聚、同庆佳节,其乐融融。

清明节

清明是我国的二十四节气之一。清明节是我国传统的祭祀节日,是祭祖和扫墓的日子。清明节,又叫踏青节,按阳历来说,它是在每年的44日至6日之间,正是春光明媚草木吐绿的时节,也正是人们春游(古代叫踏青)的好时候,所以古人有清明踏青,并开展一系列体育活动的的习俗。
   
端午节

也叫端阳节、重五节,时间在农历的五月初五。这个节日起源于中国古代华夏族人对传说中的中国的祖先——龙的祭祀活动。后由于战国时代伟大的爱国诗人屈原因不辱国耻而在这一天投江自尽,后人为了纪念他,每年举行纪念活动,主要是赛龙舟、吃粽子。

中秋节

每年农历八月十五日。这时是一年秋季的中期,所以被称为中秋。八月十五的月亮比其他几个月的满月更圆,更明亮,所以又叫做月夕八月节。此夜,人们仰望天空如玉如盘的朗朗明月,自然会期盼家人团聚。远在他乡的游子,也借此寄托自己对故乡和亲人的思念之情。所以,中秋又称团圆节

重阳节

农历九月九日。庆祝重阳节的活动多彩浪漫,一般包括出游赏景、登高远眺、观赏菊花、遍插茱萸、吃重阳糕、饮菊花酒等活动。今天的重阳节,被赋予了新的含义,在1989年,我国把每年的九月九日定为老人节,成为尊老、敬老、爱老、助老的老年人的节日。

This booklet is a guide special for you, foreign experts working in Guangdong Province.

 

As a government department in charge of foreign experts affairs, Administration of Foreign Experts Affairs of Guangdong Province has the pleasure to brief you on the basic facts of Guangdong Province for the convenience of your work and life here in the province.

 

Guangdong Province has pioneered in China’s implementation of reform and opening-up policy since two decades ago. Throughout its course of development, Guangdong Province has always welcomed foreign talents from all over the world. In such a time of dynamic change, foreign experts have greatly contributed to the social and economic progress of Guangdong Province, for which we are so much thankful. Indeed, you are one of the important forces driving Guangdong forward and expediting the process of its internationalization.

 

However, we deeply understand that you will encounter various problems or confusion when starting to work in the province since the living and working environment in the province are yet to be improved. I. Foreign Experts

Foreign Experts are one of the important forces to expedite Guangdong’s Strategy of International Talents Development. “Foreign experts” is a term for those foreign specialists who are invited to work as manager or technician in China to meet the needs of the Chinese economic construction and social development. Once approved by the departments concerned, they can be employed to work in China as foreign experts. The Guangdong government agencies at all-level and employment units provide various convenient working and living conditions for the experts. Those with excellent performance will be given different honors or awards.

Foreign experts who are invited to work as manager, technician or teacher in Guangdong province can be divided into the following:

1.1Foreign Economic, Technical and Managerial Experts

These refer to those foreign specialists who are employed in all-level government departments, companies or social service sectors, with the following qualifications:

     1) Foreign senior consultants employed in government agencies at all- level or high-level science and technology experts or senior managers to carry out the cooperative projects of science and technology, key engineering agreements or talents exchange programs which are signed by Chinese State or local governments and their foreign counterparts (including international organizations). Or they are professionals to execute volunteer assistance agreement signed by bilateral governments.

 2) Foreign managers at mid-level or above employed by social service sectors, domestic enterprises (excluding hotels, restaurants and entertainment industries). Moreover, they shall hold bachelor’s degree, and have at least five-year-long relevant solid experience, command knowledge and skills necessary for them to conduct technical instruction and to be qualified for the job they are hired for.

3) Those who have met the above qualifications and employed by sectors of agriculture, forestry, husbandry and fishery. If no bachelor’s degree, they shall have at least ten-year-long job experience of their industries, and hold the growing or breeding technology imperative to Guangdong.    

4) Those staff employed by foreign-invested enterprises or Sino-foreign joint ventures (excluding hotels, restaurants and entertainment industries).

²  They are managers at mid-level or above employed by enterprises with registered capital of five million US dollars. Moreover, they shall hold bachelor’s degree, and have at least five-year-long relevant solid experience.

²  They are deputy general managers or above, or technicians enjoying the same treatment as deputy general manager, who are employed by enterprises with registered capital of one million US dollars. Moreover, they shall hold bachelor’s degree or above, and have at least five-year-long relevant solid experience.

²  They are all kinds of leading scientific researchers or mid-level managers or the technicians enjoying the same treatment as the formers, with the qualification recognized by some relative sectors. Moreover, they shall hold bachelor’s degree or above, and have at least five-year-long relevant solid experience.

²  They are mid-level managers employed by those foreign-invested enterprises to work in their regional headquarters in Guangdong or the technicians enjoying the same treatment as the former. Moreover, they shall hold bachelor’s degree or above, and have at least five-year-long relevant solid experience.

1.2 Foreign Educational, Scientific, Cultural and Medical Experts.

These refer to those experts who are employed by the Chinese and other educational establishments in such fields as publication, medicine, scientific research, culture and art, and sports.

 

2. Certificates Required of Foreign Experts to Work and Live in Guangdong

2.1 Foreign experts shall apply for employment visa Z before entry

2.1.1 Visa Category of the People’s Republic of China

Chinese visa is a permit issued to a foreigner by the Chinese visa authorities for entry into, exit from or transit through the Chinese territory. The Chinese visa authorities may issue a diplomatic, courtesy, service or ordinary visa to a foreigner. General aliens obtain ordinary visas when they come to China. Ordinary visas are issued to applicants according to their different purposes and each type is marked with Chinese phonetic letters (D, Z, X, F, L, G, C, J-1 and J-2 respectively).

1) Visa D: issued to aliens who are to reside permanently in China. 
2) Visa Z: issued to aliens who are to take up posts or employment in China, and to their accompanying family members. 
3) Visa X:issued to aliens who come to China for study, advanced studies or job-training for a period of six months or more. 
4) Visa F: issued to an applicant who is invited to China on a visit, on a study or lecture, business tour, for scientific-technological and cultural exchanges, for short-term refresher course or for job-training, for a period of no more than six months. 
5) Visa L: issued to aliens who come to China for sightseeing, visiting relatives or other private purposes. 
6) Visa G: issued to aliens who transit through China. 
7) Visa C: issued to train attendants, air crewmembers and seamen operating international services, and to their accompanying family members. 
8)Visa J-1: issued to foreign resident correspondents in China; Visa J-2: issued to foreign correspondents who make short trip to China on reporting tasks.

Then how do foreign experts apply for the visa Z?

 

2.1.2 Documents for Visa Z Application

According to the regulations, foreign experts, who are to work in China for more than 6 months, should apply for Visa Z to China’s department of foreign affairs or overseas organizations entrusted by the Ministry of Foreign Affairs. They should present their invitation letters, valid passports and certificates, and Foreign Experts Invitation Confirmation (This certificate can be obtained by the inviting work unit, which applies for it to the administrations in charge of foreign experts at all-level).

In addition to providing the above-mentioned documents, an applicant is also required to answer relevant questions and go through the following formalities (with the exception of those stipulated otherwise by agreements): filling out a visa application form, and providing a recent 2-inch, bareheaded and full-faced passport photo; paying the visa fee.

 

2.1.3 Authority of Issuance

The overseas Chinese visa authorities are Chinese embassies, consulates, visa offices, the consular department of the Office of the Commissioner of the Ministry of Foreign Affairs in HKSAR and MacaoSAR, and other agencies abroad authorized by the Ministry of Foreign Affairs of China.

For those who can not apply for visa at authorized overseas agencies of China with some emergent reasons, they can apply for China’s Visa to the Guangdong port offices entrusted by the Ministry of Public Security, literally, Guangzhou (Baiyun Airport), Shenzhen (Luohu, Huanggang,Shekou), Zhuhai (Gongbei).

For those foreign experts who came to Guangdong Province by visa of travel or other categories due to urgency, they can apply for “Foreign Experts Certificate” and “Residence Card of Guangdong Province” upon arrival, and then apply for changing the category of their visa at the local public security bureau.

 

2.2 Foreign Experts shall apply for Foreign Experts Certificate and Residence Card of Guangdong Province While Working in Guangdong

2.2.1 Foreign Experts Certificate

“Foreign Experts Certificate” is the identification card for foreign experts to legally work in Guangdong Province. The longest period of certificate validity is five years for each issuance. With the Foreign Experts Certificate, the foreign experts can go through the formalities necessary to live in Guangdong.

1) Documents For This Certificate Application

Foreign experts shall apply for Foreign Experts Certificate within thirty days after their entry into China. Their employers are liable for providing the administrations in charge of foreign experts affairs with the following documents:

²  Official letter from the employer;

²  Application form of Foreign Experts Certificate sealed by the employment. If the applicant apply for Residence Card of Guangdong Province, it is unnecessary to fill up this form except the application form of Residence Card. (These two forms can be downloaded from http://guangdong.caiep.org)

²  Copy of business license if employed by foreign-invested enterprise;

²  I.D. card of applicant and its copy

²  Diploma and Qualification Testimonial of applicant

²  2 recent passport photos

²  If accompanied by spouse and dependants aged below 18, it is necessary to provide information of name, gender, date of birth, nationality and passport number.

2) Authority of Issuance

Administration of Foreign Experts Affairs of Guangdong Province is responsible for issuing Foreign Experts Certificate in Guangdong Province to those foreign economic, technical and managerial experts as well as educational, cultural and medical experts not employed in the area of education. It also empowers the administrations in charge of foreign experts affairs at municipal level to be responsible for issuing Foreign Experts Certificate within its jurisdiction.

 

2.2.2 Residence Card of Guangdong Province

Residence Card of Guangdong Province is the identification card for foreign or domestic talents to live and work in the province. With the Residence Card, foreign experts can apply for multiple entry visa during their period of stay.

1) Documents for This Card Application

Foreign experts can apply for Residence Card of Guangdong Province by providing Foreign Experts Certificate and Application Form of Residence Card of Guangdong Province (one version in three copies, which could be downloaded fromwww.gdrc.com/newposition/zzh.htm ) and Health State Certificate provided by hospitals at Grade 2 or above in Guangdong Province.

2) Authority of Issuance

The Departments of Personnel at prefecture-level or above are responsible for examining and approving the application of foreign experts with their decisions stated in the application form of Residence Card of Guangdong Province. With such application form, the foreign experts can apply to public security departments at prefecture-level or above for Residence Card.

 

3. General Knowledge for Foreign Experts to Live in Guangdong

3.1. Overview of Guangdong Province

3.1.1 Historical Development

Guangdong has a long history. As early as 130 thousand years ago, “Qujiang Maba Men” were living here. As the legend goes, the ethnic Yue people resided here in the ancient times. That is why Guangdong is also called Yue. In history, large-scaled development in Guangdong began relatively late. But up to the Ming Dynasty (1368-1644), the productivity level of Guangdong had already stepped into the rank of advanced economies. In modern times, its commodity production and foreign trade developed very well, and Guangdong became one of the places which Chinese modern industry and national industry originated from.

In modern and contemporary history of China, Guangdong emerged into prominence in times of crisis and gave birth to multitude of heroes. A great many significantly historic events, such as the Opium War, the Revolutionary War of Taiping Heaven Kingdom, the Reform Movement of 1898, the Northern Expedition, the Great Strike of Guangzhou & Hong Kong and the Guangzhou Uprising, took place here. Such outstanding historic heroes as Hong Xiuquan, Kang Youwei, Liang Qichao, Sun Yat-sen and Ye Jianying came to the fore.

Since China adopted the policy of reform and opening up in1979, the changes of world interest have taken place in Guangdong. Guangdong has been the first place among all the provinces, municipalities and autonomous regions in China in such economic indicators as GDP, foreign investment, foreign exports, and local tax revenue for many consecutive years. Remarkable achievements have been made in the cultural and ideological progress and various social services.

3.1. 2Geographic Environment

Guangdong is situated in the southernmost part of China's mainland in between latitude 20013'-25031'north and longitude 109039′- 117019′east. Facing the South China Sea with a continental coastline of 3,368 kilometers and numerous islands, it covers a land area as large as 180 thousand square kilometers. Most of the rivers flow from north to south. Major rivers in Guangdong include the Pearl River, Hanjing River and Jianjiang River. The Pearl River Delta and the Hanjiang Delta along the coast of the South China Sea are so fertile as to be famous as a land of fish and rice.

Guangdong is located in the subtropical zone with most of its territory in the subtropical monsoon climate. So it has long summers and warm winters, with rich rainfall. There is an average annual temperature at twenty-two degrees centigrade. And the average annual rainfall is over 1,366 mm. The average annual evaporation capacity is 1,100 mm. Therefore, the whole province is green all the year round with plants flourishing everywhere.

3.1.3 Population

Guangdong is one of the most populous and densely populated provinces in China. According to the sampling survey done in the recent years, the population of permanent residents in Guangdong Province was about 80,000,000, accounting for 6.12% of the whole country and continually ranking the third in China. The average population density is 442 persons per square kilometer.  Guangdong is a multi-ethnic province. Among 56 nationalities in China, members from 53 nationalities reside in Guangdong. The population of the minorities occupies 1.4% of the provincial total. The main ethnic minorities include Zhuang, Yao, She, Hui, Manchu, etc. Guangdong is also a famous native place of overseas Chinese. 3.2.3. Banking Service

The foreign experts with Residence Card of Guangdong Province can open an account with any bank inside Guangdong Province by providing the number of Residence Card, and hereinafter have liberty of depositing into and withdrawing from the bank account. With tax payment certificate and supporting documents, the foreign experts can convert into foreign currency their legal income in Chinese currency during their employment in Guangdong Province and remit the amount to overseas destination through banks handling foreign exchange business. 3.3.2Traditional Festivals

Chun Jie (The Spring Festival)

The Spring Festival, or Chinese New Year, is the most important festival in China. The date of the festival varies each year, but is usually in late January or early February according to the Gregorian calendar. It marks the beginning of the Lunar year, and is the time when families get together and are reunited if they have been separated. On Lunar New Year’s eve, most Chinese people stay up late watching TV, playing cards, dancing or preparing food for the next day.

 

Yuan Xiao Jie (The Lantern Festival)   

The Lantern Festival falls 15days after the Lunar New Year. It is a tradition to hang decorative lanterns in public places and eat sweet dumplings named “Yuan Xiao”, a kind of glutinous rice flour ball with a sweet or savory filling.

 

Qing Ming Jie (The Pure Brightness Festival)

The Pure Brightness Festival, is the one of the 24 solar terms according to the traditional Chinese calendar, which are defined according to the position of the sun in the zodiac. The festival take place on the fourth or fifth day of the fourth month of the Gregorian calendar, and on this day people usually go to tidy or “sweep” the graves of their departed friends and relatives, and of revolutionary martyrs.

Duan Wu Jie (The Dragon Boat Festival)

The Dragon Boat Festival falls on the fifth day of the fifth lunar month. It originates as a means to propitiate the river dragon gods into a popular festival commemorating the suicide of Qu Yuan, a poet of the Warring States Period (475-221BC) who could no longer bear the moral degeneration of his state. On the fifth day of the fifth month in the Lunar calendar dragon boat races are held in commemoration of those who tried to save the poet and as an offering to the river gods. Dragon boat racing has been a popular sport in Guangdong.

 

Zhong Qiu Jie (The Mid-Autumn Festival)

The Mid-Autumn Festival is held on the 15th day of the eighth lunar month, the middle of autumn in the traditional Chinese calendar. It takes place at harvest time on the night of the full moon, which symbolized unity. Moon cakes are eaten on this auspicious day. These are round cakes filled with dried fruits, and are symbolic of the perfect roundness of the moon at the time of the festival.

 

Chong Yang Jie (Double Nine Festival)

Double Nine Festival is a traditional Chinese festival on the ninth day of the ninth month of the Chinese Lunar calendar. On the day people go outing, climbing, kite-flying, drink wine (chrysanthemum wine) and eat cakes. The day has been appointed as “Senior Citizens Day” “Nine” pronounces the same sound as “longevity” in Chinese, so on the day when they celebrate the festival people do things to show respect and wishes of longevity to their elderly.
